1. General Provisions

These Terms of Service regulate the principles of using the certogov.org service operated by Certo Governance Institute Foundation. Use of the Service constitutes acceptance of these Terms.

2. Nature of the Service

The Service is a documentation portal of the Foundation — an independent rating body operating for the benefit of governance quality in public institutions. Access to certain resources requires identity verification.

3. User Account

The User undertakes to provide genuine identity information, not to disclose access credentials to third parties, to notify the Foundation without delay of any unauthorized access, and to use the Service in accordance with applicable law.

4. Intellectual Property

All content of the Service is the property of the Foundation. Copying, distributing, or commercial use of content without written consent of the Foundation is prohibited.

5. Principle of Human-Created Rating

The Foundation applies the Principle of Human-Created Rating: all ratings are created and verified by analysts. AI tools may support analytical processes; however, the final rating decision always rests with human analysts.

6. Disclaimer

Documents and ratings are informational in nature and do not constitute legal or financial advice. The Foundation is not liable for decisions made on their basis.

7. Prohibited Activities

• Unauthorized access to Service resources.
• Automated content collection (scraping) without the Foundation's consent.
• Activities disrupting the Service operation.
• Impersonation of the Foundation or its employees.

8. Governing Law

These Terms are governed by Polish law. Disputes shall be resolved by the court having jurisdiction over the Foundation's registered seat.
